In Virginia, the general registrar retains the sole responsibility for the registration of voters. Accordingly, each general registrar is responsible for not only adding registrants to the voter registration list, but also ensuring proper maintenance is conducted on this list. These list maintenance procedures include removing individuals who have moved, are deceased and/or no longer meet Virginia voter eligibility criteria.
To assist the general registrars with proper list maintenance, the Department of Elections serves as a data collector and distribution agent. The Department, for example, receives death notices from the U.S. Social Security Administration. The Department then sorts this data by locality and transmits it to the various general registrars by using a “hopper.”
