This visual shows the number and percentage of incomplete paper voter registration forms by category in each locality. In Virginia, general registrars are responsible for verifying that every applicant has included all required information on the applicant’s voter registration form. Certain information, such as the applicant’s social security number, is considered “material.” Failure to provide any material information will result in the denial of the application. Other information, such as gender—which is not relevant to an applicant’s eligibility to vote—is not considered “material.” Failure to provide this information on the voter registration application will not result in a denial. 1
